Calculate the Bounced Leads in last 6 days instead of 7. To know the possible Bounce Rate starting from that 6 days earlier date. If it is still 4% or above then go to last 5 days and like wise. You can check Bounce Rate by clicking on Org Messages > Org Details.The page will look like the below image.
